Any registered voter may apply for permanent absentee voter status. If you are a permanent absentee voter, you will automatically receive an absentee ballot for each election. To become a permanent absentee voter, you must complete an application, which is available from your county elections official. All qualified voters are permitted to vote absentee under Florida law.
Marked ballots must be mailed or delivered in person reaching the supervisor of elections’ office not later than 7 p.m. on the day of the election. Do not return your voted absentee ballot to a polling place.
A designee may pick up an absentee ballot for a voter on election day or 4 days before election day. A designee may only pick up two absentee ballots per election, other than his or her own ballot or ballots for members of his or her immediate family. Designees must have written authorization from the voter, present a picture I.D. and sign an affidavit. Candidates may pick up absentee ballots only for members of their immediate family.
If you have obtained an absentee ballot but are able to vote in your precinct on election day, you must take the absentee ballot with you to the polls, whether or not it has been marked. However, if you are unable to return the ballot, you may vote a provisional ballot.

Any registered voter may, subject to the provisions below, vote absentee at any election. Iowa's provisions that allow you to vote absentee are these:
- When you expect that on election day, you will be absent from your precinct during the time period in which the polls are open.

A person who has been designated to have power of attorney by a registered voter does not have the authority to request or to cast an absentee ballot on behalf of the registered voter.

For some elections, you may vote in person at a satellite voting station. If you live at a health care facility or are hospitalized and request an absentee ballot, the ballot will be brought to you.

Who may vote absentee?
Any registered voter may cast an absentee ballot instead of voting in person at the polling place on Election Day.
You don't need to have a specific reason or be unable to vote at the polls on election day to receive an absentee ballot.
What are the steps to voting by absentee ballot?

2. Fill out and deliver the ballot back to the municipal clerk.
When can I request a ballot?
Absentee ballots may be requested beginning 3 months before Election Day. Make your request early to allow enough time for the ballot to be mailed to you.
How do I apply for and receive an absentee ballot?
Contact the municipal clerk in the town or city where you are registered to vote.
You can make a telephone request for your own ballot, which will be mailed to the address you provide to the clerk.

Can I vote by absentee ballot in person somewhere?
Yes. You may vote absentee at the clerk's office as soon as absentee ballots are available. Absentee ballots are available 30 to 45 days before the election at the municipal clerk's office. You don't need to complete an application if you vote in person at the clerk's office.
When must my voted ballot be returned to my municipal clerk?
To be counted, voted absentee ballots must be received by the municipal clerk by 8:00 p.m. on Election Day, November 8, 2005 .
Are there any other ways to receive an absentee ballot?
You may make a written request for a “third person” (someone other than the voter or the voter's immediate family member) to obtain and hand-deliver an absentee ballot.
You must designate, in a written request or application, the specific third person who will handle and deliver the ballot. Only this designated third person may handle the absentee ballot.
Ballots cast in this way must be witnessed by either a notary public, a municipal clerk, a clerk of courts, or 2 other witnesses.

Who may Vote by Absentee Ballot?
The following qualified electors who (unless otherwise indicated) are registered to vote are eligible to vote for any office in any election by absentee ballot:
* An individual who is or may be in the military service of the United States, regardless of whether at the time of voting the military elector is present in the election district of residence or in the Commonwealth and regardless of whether the elector is registered to vote.

* A person who, because of illness or physical disability, is unable to attend his/her polling place or to operate a voting machine and obtain assistance by distinct and audible statements. (Note: A disabled elector may be placed on a permanently disabled absentee file).
* A spouse or dependent accompanying a person employed by the Commonwealth or the Federal Government, in the event that the employee’s duties, occupation or business on Election Day require him/her to be absent from the Commonwealth or the municipality of residence during the entire period the polls are open for voting (7:00 A.M. to 8:00 P.M).
* A county employee who expects that his Election Day duties relating to the conduct of the election will prevent the employee from voting.
* A person who will not attend a polling place on Election Day because of the observance of a religious holiday.

Who can request an absentee ballot application?

**Authorized representative is a registered voter who, with a voter's permission, can request an absentee ballot application on behalf of a voter who qualifies because of illness or handicap. Candidates and paid campaign workers may not serve as an authorized representative.
When should I return my absentee ballot application?
If applying by mail, the county voter registration office must receive your application no later than four days prior to the election. If you wish, you may apply and vote in person up until 5:00 p.m. the day before the election.
What if there is an emergency and I can't get to the polls?
Voters admitted to the hospital as an emergency patient on the day of the election or within four days of the election can have an immediate family member apply and carry a ballot to the voter.
Can I apply for an absentee ballot and vote on the same day?
If the ballots are prepared, you can vote on the day you submit your absentee ballot application.
Can I authorize anyone to return my ballot for me?
To have your absentee ballot returned by a person other than yourself, it is necessary for the absentee voter to compete an "Authorization to Return Absentee Ballot Form". The absentee voter will complete Part I and the person returning the ballot will complete Part II of the form. Candidates and paid campaign workers may not return absentee ballots except for an immediate family member.
Is there a special envelope that I must use to return the ballot?
Your completed absentee ballot must be placed in the "Ballots Herein" envelope provided with your absentee ballot. The "Ballots Herein" envelope will then be placed inside a "Return Envelope" which you must sign and have witnessed before returning.
Can illiterate voters receive help in applying or marking their ballot?
Voters unable to write because of physical handicap or illiteracy, may receive help in applying for and marking their ballot. The voter must make his/her mark and have the mark witnessed by someone chosen by the voter.

- South Dakota Secretary of State - Absentee Voting
Any registered voter may vote by absentee ballot. Absentee ballots are available for primary and general elections six weeks prior to the election. Absentee ballots for city and school elections are available several weeks prior to the election. To receive a ballot by mail, a voter must file a written application for an absentee ballot with the person in charge of the election. The application must be mailed or hand delivered to the person in charge of the election. The application cannot be submitted by fax. The voter's signature on the application must be notarized or witnessed by an official who can administer an oath*. An alternative to notarization would be to send a photocopy of a valid form of identification with the application**. Notaries public are prohibited by law from charging a fee for notarizing an absentee ballot application. The application can be filed anytime during the calendar year of the election. The application deadline is 3:00pm on election day. Voters who qualify to vote absentee may also go to the office of the person in charge of the election, complete an application, and vote in the office. This should be done prior to election day. A voter who is sick or confined may request an absentee ballot in writing, naming an authorized messenger who will deliver the ballot to the voter. The voter must sign a statement on the absentee ballot envelope prior to returning the ballot. All voted ballots must be returned to the person in charge of the election in time to be delivered to the appropriate polling place prior to the closing of the polls.

To vote as an early voter, a registered voter may vote without giving a reason during the established early voting period. The early voting period typically begins twenty (20) days before an election and ends five (5) days before an election. In those instances in a city election where there is not any opposition on the ballot, early voting begins ten (10) days before the election.
To vote by mail, a registered voter must fall under one of the following categories:
- The voter will be outside the county of registration during the early voting period and all day on election day;
- The voter or the voter’s spouse is enrolled as a full-time student in an accredited college oruniversity outside the county of registration;
- The voter’s licensed physician has filed a statement with the county election commission stating that, in the physician's judgment, the voter is medically unable to vote in person. The statement must be filed not less than five (5) days before the election and signed under the penalty of perjury;

- The voter will be unable to vote in person due to service as a juror for a federal or state court;

- The voter is hospitalized, ill, or physically disabled and because of such condition, cannot vote in person;
- The voter is a caretaker of a person who is hospitalized, ill, or disabled;
- The voter is a candidate for office in the election;
- The voter serves as an election day official or as a member or employee of the election commission;
- The voter’s observance of a religious holiday prevents him or her from voting in person during the early voting period and on election day;
- The voter possesses a valid commercial driver license and certifies that he or she will be working outside the state or county of registration during the early voting period and all day on election day;
- The voter is a member of the military or is an overseas citizen.

Per § 24.2-700 of the Code of Virginia, the following registered voters may vote by absentee ballot in any election in which they are qualified to vote:
Any person who, in the regular and orderly course of his business, profession, or occupation or while on personal business or vacation, will be absent from the county or city in which he is entitled to vote;
Any person who is (i) a member of a uniformed service of the United States, as defined in 42 U.S.C. § 1973ff-6(7), on active duty, or (ii) a member of the merchant marine of the United States, or (iii) who temporarily resides outside of the United States, or (iv) the spouse or dependent residing with any person listed in (i), (ii), or (iii), and who will be absent on the day of the election from the county or city in which he is entitled to vote. Any student attending a school or institution of learning, or his spouse, who will be absent on the day of election from the county or city in which he is entitled to vote;
Any person who is unable to go in person to the polls on the day of election because of a physical disability or physical illness;
Any person who is confined while awaiting trial or for having been convicted of a misdemeanor, provided that the trial or release date is scheduled on or after the third day preceding the election. Any person who is awaiting trial and is a resident of the county or city where he is confined shall, on his request, be taken to the polls to vote on election day if his trial date is postponed and he did not have an opportunity to vote absentee;
Any person who is a member of an electoral board, registrar, officer of election, or custodian of voting equipment;
Any duly registered person who is unable to go in person to the polls on the day of the election because he is primarily and personally responsible for the care of an ill or disabled family member who is confined at home; or
Any duly registered person who is unable to go in person to the polls on the day of the election because of an obligation occasioned by his religion.
Any person who, in the regular and orderly course of his business, profession, or occupation, will be at his place of work and commuting to and from his home to his place of work for eleven or more hours of the thirteen that the polls are open (6:00 AM to 7:00 PM).
Any registered and qualified voter may request a mail ballot for presidential and vice-presidential electors only by writing across the top of their absentee application "request ballot for presidential electors only." A voter who votes a "presidential only" ballot may not later decide to vote the rest of the ballot. The same procedures and deadlines apply as for other absentee applications and ballots.
New registrants who submitted their voter registration applications by mail must vote in person (either in-person absentee or at the polls on election day) unless the voter is a full time college student, absent active duty military, residing overseas, physically handicapped, age 65 or over (however, they must also list a qualifying reason for voting absentee, as age itself does not qualify a voter for an absentee ballot), or voting a "presidential only" ballot.

All qualified voters are permitted to vote absentee under Florida law.
Marked ballots must be mailed or delivered in person reaching the supervisor of elections’ office not later than 7 p.m. on the day of the election. Do not return your voted absentee ballot to a polling place.

Can illiterate voters receive help in applying or marking their ballot? Voters unable to write because of physical handicap or illiteracy, may receive help in applying for and marking their ballot. The voter must make his/her mark and have the mark witnessed by someone chosen by the voter.

- South Dakota Secretary of State - Absentee Voting
Any registered voter may vote by absentee ballot. Absentee ballots are available for primary and general elections six weeks prior to the election. Absentee ballots for city and school elections are available several weeks prior to the election. To receive a ballot by mail, a voter must file a written application for an absentee ballot with the person in charge of the election. The application must be mailed or hand delivered to the person in charge of the election. The application cannot be submitted by fax. The voter's signature on the application must be notarized or witnessed by an official who can administer an oath*. An alternative to notarization would be to send a photocopy of a valid form of identification with the application**. Notaries public are prohibited by law from charging a fee for notarizing an absentee ballot application. The application can be filed anytime during the calendar year of the election. The application deadline is 3:00pm on election day. Voters who qualify to vote absentee may also go to the office of the person in charge of the election, complete an application, and vote in the office. This should be done prior to election day. A voter who is sick or confined may request an absentee ballot in writing, naming an authorized messenger who will deliver the ballot to the voter. All voted ballots must be returned to the person in charge of the election in time to be delivered to the appropriate polling place prior to the closing of the polls.

- The voter will be outside the county of registration during the early voting period and all day on election day;
- The voter or the voter’s spouse is enrolled as a full-time student in an accredited college oruniversity outside the county of registration;
- The voter’s licensed physician has filed a statement with the county election commission stating that, in the physician's judgment, the voter is medically unable to vote in person. The statement must be filed not less than five (5) days before the election and signed under the penalty of perjury;

- The voter is sixty-five (65) years of age or older;
- The voter has a physical disability and an inaccessible polling place;
- The voter is hospitalized, ill, or physically disabled and because of such condition, cannot vote in person;
- The voter is a caretaker of a person who is hospitalized, ill, or disabled;
- The voter is a candidate for office in the election;
- The voter serves as an election day official or as a member or employee of the election commission;
- The voter’s observance of a religious holiday prevents him or her from voting in person during the early voting period and on election day;
- The voter possesses a valid commercial driver license and certifies that he or she will be working outside the state or county of registration during the early voting period and all day on election day;
- The voter is a member of the military or is an overseas citizen.
To vote as an early voter, a registered voter may vote without giving a reason during the established early voting period. The early voting period typically begins twenty (20) days before an election and ends five (5) days before an election. In those instances in a city election where there is not any opposition on the ballot, early voting begins ten (10) days before the election.
To vote by mail, a registered voter must fall under one of the following categories:

Any person who, in the regular and orderly course of his business, profession, or occupation or while on personal business or vacation, will be absent from the county or city in which he is entitled to vote;
Any person who is (i) a member of a uniformed service of the United States, as defined in 42 U.S.C. § 1973ff-6(7), on active duty, or (ii) a member of the merchant marine of the United States, or (iii) who temporarily resides outside of the United States, or (iv) the spouse or dependent residing with any person listed in (i), (ii), or (iii), and who will be absent on the day of the election from the county or city in which he is entitled to vote. Any duly registered person who is unable to go in person to the polls on the day of the election because of an obligation occasioned by his religion.
Any person who, in the regular and orderly course of his business, profession, or occupation, will be at his place of work and commuting to and from his home to his place of work for eleven or more hours of the thirteen that the polls are open (6:00 AM to 7:00 PM).
Any registered and qualified voter may request a mail ballot for presidential and vice-presidential electors only by writing across the top of their absentee application "request ballot for presidential electors only." A voter who votes a "presidential only" ballot may not later decide to vote the rest of the ballot. The same procedures and deadlines apply as for other absentee applications and ballots.
Per § 24.2-700 of the Code of Virginia, the following registered voters may vote by absentee ballot in any election in which they are qualified to vote:
New registrants who submitted their voter registration applications by mail must vote in person (either in-person absentee or at the polls on election day) unless the voter is a full time college student, absent active duty military, residing overseas, physically handicapped, age 65 or over (however, they must also list a qualifying reason for voting absentee, as age itself does not qualify a voter for an absentee ballot), or voting a "presidential only" ballot.
